Construction theme is one of the easiest for a toddler.  You can throw sand in a plastic tub with some dollar store digger toys and you are all set.  We also saved our amazon boxes and I put construction warning tape around them for the kids to stack and build with. Then we had great food to keep the kids and adults happy.  Take home gifts were vests and a "tool box" with a miniature digger in it.
